It’s another case of inheritance rather than divine intervention on the universes part saying we need a Keyblade wielder.Roxas was by default given a Keyblade because he was Sora’s nobody.
On destiny islands when Riku dived into the darkness, the Keyblade CHOSE Sora over Riku because Riku had given himself to the darkness. They’ve tried to bring back the concept in X chi, but at this point people have forgotten about how the Keyblade is supposed to act.It just seriously pisses me off when the villains say that Sora “wasn’t chosen” or how “the Keyblade moved down the list.” And the series and Sora just accept it as fact. Riku was able to summon a keyblade similar to his. The Keyblade chose Sora over Riku! He inherited it through Terra. Ive been replaying DDD and though I love some of the dialogue in that game, some of the best being in the scene where it’s revealed that nobodies do have hearts, it treats Sora like he’s literal trash when he’s more deserving than so many people. It’s why even after losing out on the Kingdom Key he was granted Way to Dawn and now more recently, Brave Heart.Same with Kairi.

The Keyblades wielded by Eraqus and Xehanort are special however as Eraqus’ specifically correlated with the Land Of Departure and Xehanort’s is the MoM’s Keyblade that he inherited. We don’t know enough about how the Keyblade Inheritance Ceremony works to say for certain, but it’s my belief that no matter what Riku did, he would end up with a Keyblade one way or another.
It’s anyone’s guess if they attained theirs legitimately or through inheritance.The Foretellers and Luxu’s Keyblades were made by the MoM and given to them so right away we know that they weren’t chosen.
